Congratulations from Ruslan Stefanchuk, Chairman of the Verkhovna Rada of Ukraine, on Constitution Day of Ukraine!

The Constitution is not just a document. It is a system of values and norms that defines the foundation of the state, guarantees the rights and freedoms of citizens, and ensures the rule of law. What is familiar to us and to the entire civilised world is intolerable to the totalitarian regime of the aggressor.

We continue to fight for the right to live in a free, law-abiding, democratic state where every person is protected by the law and justice prevails. After all, the Constitution is a balance of rights, freedoms and responsibilities. It is a contract between the citizen and the state, in which everyone has not only rights but also obligations to society. To a society that strives for development and a just order — despite the enemy's attempts to destroy these foundations.

Ukraine has a deep tradition of constitutionalism — from the ideas of Pylyp Orlyk to the current Basic Law. And today, as a century ago, these principles remain the foundation of our struggle and a guide for the future.
