«Public-private partnership can become a key tool for post-war reconstruction of Ukraine» - Vice Speaker Olena Kondratiuk met with UN Under-Secretary-General

The Vice Speaker of the Verkhovna Rada of Ukraine held a working meeting with Under-Secretary-General of the United Nations and Executive Secretary of the United Nations Economic Commission for Europe, Tatiana Molchan.

On behalf of the Verkhovna Rada, Olena Kondratiuk thanked the Commission, in particular, for stopping projects involving russia or belarus, as well as for blocking the appointment of representatives of these states to senior positions in committees and working bodies. The Commission adopted a resolution on «Social and Economic impact of russian aggression against Ukraine»

The parties discussed preparation for the Conference of Ukraine's reconstruction in Rome, the participation of the ECE's participation in accumulating funds for Ukraine's recovery and the need to support the implementation of the national programme ‘eHousing’. Olena Kondratiuk also drew attention to Ukraine's urgent need to build social housing for IDPs and those returning from abroad.

In addition, the Draft Law on Public-Private partnership was discussed. The parties mentioned that this draft law could become a key tool of post-war renovation. 

«The Verkhovna Rada is interested in involving additional resources and investments into the restoration and reconstruction of Ukraine through public-private partnership mechanisms. I am convinced that this draft law will be supported in the session hall,»  assured Deputy Speaker Olena Kondratiuk.

The Vice Speake pf the Verkhovna Rada of Ukraine also emphasised the need to support communities that suffered from russian invasion, given the termination of USAID regional programmes. She noted that the EEC has successful cases in the field of housing and urban development within the UN4Kharkiv and UN4Mykolaiv projects, which need to be scaled up to other communities.

«The key issue that concerns our internally displaced people is security in a broad sense. The availability of social housing, as well as schools and kindergartens, which need to be built with a new philosophy. They should be inclusive and equipped with bomb shelters,» outlined Olena Kondratiuk
In turn, Tatiana Molchan assured that the UN Economic Commission for Europe will continue to pay special attention to Ukraine and support recovery and reconstruction programmes to ensure the resilience of the population to the consequences of the russian invasion.
