Presidents of Ukraine and the Czech Republic Visit Moshchun to Honor Fallen Warriors

President of Ukraine Volodymyr Zelenskyy and President of the Czech Republic Petr Pavel visited Moshchun, Kyiv region, on the anniversary of the village’s liberation from Russian occupation.

The leaders honored the memory of Ukrainian defenders who died during the defense and liberation of Moshchun in 2022.

The two presidents visited the “Angels of Victory” memorial, located on the site where decisive battles for Moshchun took place.

Moshchun became one of the key defense lines of Kyiv, where some of the fiercest fighting occurred in mid-March 2022. Russian invaders aimed to break through the village to reach the capital, using the Hostomel – Bucha – Irpin corridor. On March 21, 2022, Ukrainian Armed Forces completely drove Russian troops out of Moshchun.

 

The Frontline Situation, Defense Cooperation, and the Development of Bilateral Relations: The President of Ukraine Met with the President of the Czech Republic in Kyiv

In Kyiv, President Volodymyr Zelenskyy held a meeting with President of the Czech Republic Petr Pavel, who came to Ukraine on a working visit.

The Ukrainian leader informed his counterpart that, the day before, Russia had used more than 200 attack drones, most of which were "Shaheds." In particular, in Odesa, infrastructure was heavily damaged – including ordinary residential buildings, shopping centers, and stores.

“Every day the world receives more and more evidence that Putin and his Russia are the sole cause of this war. For over a week now, a proposal for a full ceasefire has been on the table, and there is no silence only because Putin does not accept this proposal. That is why pressure is needed – pressure on Russia,” the President of Ukraine emphasized.

Volodymyr Zelenskyy and Petr Pavel discussed all the key details of the situation on the frontline and the overall course of the war. Ukraine appreciates the Czech initiative on artillery ammunition and is working together with the Czech Republic to implement it this year.

The President of Ukraine also shared details of his conversation with U.S. President Donald Trump and the preparations of the Ukrainian and American teams for a new meeting in Saudi Arabia.

The talks also focused on joint European efforts to provide security guarantees for Ukraine and on defense production.

“Our teams – from Ukraine and the Czech Republic – have concrete projects. Every good idea for the development of our defense capabilities must be implemented. Today, some agreements will already be put in action,” the Head of State said.

In addition, he thanked the Czech Republic for respecting Ukraine and the hundreds of thousands of Ukrainians who have been provided with temporary shelter. According to Volodymyr Zelenskyy, an agreement has been reached to open a Unity Center for Ukrainians in Prague. This special hub will consolidate assistance to Ukrainian citizens.

Also, a decision has been made on the Czech auspices for the Dnipro region in terms of restoration and development, as well as on the reconstruction and outfitting of six hospitals by the Czech Republic: in Dnipro, Kryvyi Rih, Lutsk, Lviv, Rivne, and Kyiv.

The President of the Czech Republic shared his impressions of his visit to Ukraine and the consequences of the Russian attacks he witnessed firsthand.

“We Czechs fully understand the Ukrainian desire to make a sovereign choice about the future and to live as a free society. Ukraine needs to receive guarantees that Russia will not attack again. This is our collective responsibility. The Czech Republic will contribute,” he said.

Petr Pavel noted that the Czech Republic will continue to provide defense support and humanitarian assistance to Ukraine, and will contribute to reconstruction, particularly in the areas of energy, water supply, and health care.

He also expressed support for Ukraine's accession to the EU and NATO, which could serve as the strongest and the most cost-effective guarantee of European peace.

The meeting resulted in the adoption of a Joint Statement on Strategic Partnership between Ukraine and the Czech Republic.

We, the Presidents of Ukraine and the Czech Republic,

Taking into account the provisions of the Treaty on Friendly Relations and Cooperation between Ukraine and the Czech Republic of 26 April 1995, the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Czech Republic on Economic, Industrial, Scientific and Technical Cooperation of 16 April 2004, further international agreements in force between both States, and the Agreement on Security Cooperation and Long-Term Support between Ukraine and the Czech Republic of 18 July 2024, and highly appreciating the development of comprehensive bilateral relations between Ukraine and the Czech Republic and the significant potential for further cooperation in all of the spheres of mutual interest:

Acknowledge that bilateral relations between Ukraine and the Czech Republic have reached the level of a comprehensive strategic partnership based on shared interests, common democratic values and respect for international law;

Intend to give a new impetus to the Ukrainian-Czech partnership based on the principles of solidarity, respect, trust and mutual support in political, defense, trade, economic, scientific, technical, cultural, humanitarian, civil society and other spheres;

Drawing upon the heroic resistance of the Ukrainian people to the unprovoked armed aggression unleashed by the Russian Federation against Ukraine in February 2014, we reaffirm our unconditional support and commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders as of 1991, including its territorial waters. Ukraine is grateful to the Czech Republic for the significant military, defense, economic, energy and humanitarian assistance provided since the beginning of the Russian Federation’s illegal, unprovoked and unjustified full-scale military invasion of Ukraine in February 2022;

Strongly condemn the war of aggression of the Russian Federation against Ukraine, the international crimes committed by the armed forces of the Russian Federation and armed groups under its control, and the numerous violations of international law;

Stress that Russia must be held accountable for the losses and damage caused by its war of aggression against Ukraine. Russian military personnel and officials of the Russian Federation must also be held accountable for deliberate and indiscriminate armed attacks on the civilian population and civilian infrastructure of Ukraine, other war crimes and crimes against humanity, as well as top military and political leadership of the Russian Federation must be brought to justice for the crime of aggression against Ukraine. Russia must compensate for inflicted damages and the cost of Ukraine's long-term reconstruction;

Welcome the investigations conducted by the International Criminal Court, the activities of the Joint Investigation Team and the establishment of the International Centre for the Prosecution of Crimes of Aggression against Ukraine, as well as the activities of the Core Group of States aimed at finding the most appropriate legal solution for the establishment of a Special Tribunal to investigate the crime of aggression of the Russian Federation against Ukraine;

Concur with the need to continue practical assistance to Ukraine in order to establish a comprehensive, just and lasting peace;

Express our full support for the principles enshrined in the Ukrainian Peace Formula and the Victory Plan of Ukraine;

Note the Czech Republic's contribution as a co-leader to the implementation of point 1 ‘Radiation and Nuclear Safety’ of the Peace Formula and call on all states that respect international law and the principles of the UN Charter to support the implementation of this initiative;

Note the importance of pursuing the isolation of the Russian Federation as an aggressor state within the framework of international organizations and institutions;

Reaffirm our common intention to use all available international formats, mechanisms and organizations to restore the territorial integrity of Ukraine within its internationally recognized borders as of 1991, including its territorial waters;

Note the Czech Republic's strong support for the prospect of Ukraine's full membership in the EU and for maintaining the perspective of an eventual accession to NATO;

Underline that Russia has no say in the decision-making processes within the EU and NATO on Ukraine’s membership in these organizations;

Acknowledging Ukraine’s progress towards European integration, reaffirm the Czech Republic’s continuous strong support to Ukraine’s reforms and efforts to harmonize Ukrainian legislation with the EU acquis.

Commend the Czech Republic for its participation in the International Coalition for the Return of Ukrainian Children;

Welcome and reaffirm the continuous and close cooperation between Ukrainian and Czech non-governmental organizations and civil society;

Stress the need to continue the activities of the Ukrainian-Czech Civic Forum as an interaction platform for civic dialogue between Ukrainian and Czech civil society organizations and civic activists;

Underline that the restrictive measures (sanctions) imposed by the EU and the international community in response to the armed aggression of the Russian Federation against Ukraine, including personal sanctions, should be maintained in full force and strengthened until a comprehensive, just and lasting peace for Ukraine is established and guaranteed;

Coincide that the sovereign Russian assets and private assets of the sanctioned persons should remain frozen until the Russian Federation pays for the damage caused by the armed aggression against Ukraine. The Czech Republic, working with its partners in the EU, will seek to continue exploring all legitimate ways in which such Russian assets and their proceeds can be used to support Ukraine in accordance with international law and EU norms;

Highlight the Czech Republic's participation in the international Register of Damage, caused by the aggression of the Russian Federation against Ukraine (under the auspices of the Council of Europe);

Ready to continue working together with international partners on the further implementation of an international compensation mechanism, in particular on the early establishment of an international Claims Commission for Ukraine;

Underline the need to use all available mechanisms and formats of cooperation within the UN, OSCE, Council of Europe, UNESCO, IAEA, as well as other formats, in particular, the International Crimea Platform, Three Seas Initiative, to strengthen practical assistance to Ukraine and promote cooperation between the relevant states in the field of security, energy, infrastructure and other areas;

Reaffirm our commitment to positive and predictable development of cooperation aimed at implementing specific projects between Ukraine and the Czech Republic;

Reaffirm the importance of the Czech Republic’s participation in the implementation of projects for the reconstruction and renovation of Ukraine, including through its patronage of the Dnipropetrovsk Oblast, and its readiness to expand assistance to restore the most affected regions of Ukraine;

Note the willingness of both countries to cooperate in strengthening global food security, including through participation in the implementation of the humanitarian initiatives «Grain from Ukraine» and «Food from Ukraine»;

Note the willingness of both countries to strengthen investment cooperation and promote bilateral partnership between Ukrainian and Czech companies;

Underline the importance of working together to improve cooperation against cyber threats from the Russian Federation and other hostile state and non-state actors;

Welcome the intention to strengthen cooperation between the states to counter threats to information security, including propaganda and other forms of foreign information manipulation and interference, including disinformation;

Recognize the importance of cooperation in strategic communications between Ukraine and the Czech Republic in addressing challenges, promoting shared values and strengthening resilience against information warfare;

Note the Czech Republic’s intentions to support the integration of Ukraine's defense industry into the European defense technology and industrial base, considering the opportunities provided by the European Defense Industry Strategy and the European Defense Industry Program;

Positively assess the implementation of the Czech ammunition initiative, its continuation and expansion to other types of ammunition, as well as participation in the Air Force Capability Coalition, Armored Vehicles and Maneuverability Coalition, Demining Capability Coalition and Drone Coalition;

Commend the cooperation between the two countries in the defense industry, including joint production of weapons with its localization in Ukraine;

Welcome the continued participation of Ukrainian and Czech defense companies in exhibitions in Ukraine and the Czech Republic;

Consider it important that the Czech Republic participates in various initiatives to attract foreign resources to the development of the Ukrainian defense industry;

Emphasize the importance of developing the activities of all institutional mechanisms of cooperation between the states, in particular, Joint Governmental Consultations; the Ukrainian-Czech Joint Commission on Economic, Industrial, Scientific and Technical Cooperation; the Joint Ukrainian-Czech Commission on International Road Transport; the Joint Intergovernmental Ukrainian-Czech Commission in the Field of Defense Industry; and the Joint Ukrainian-Czech Committee on Scientific and Technological Cooperation;

Decide to initiate the establishment of a permanent consultation mechanism between the Office of the President of Ukraine and the Office of the President of the Czech Republic at the level of foreign policy advisers to coordinate and exchange information on multilateral and bilateral security and defense initiatives, which will meet at least once a year with the possibility of extraordinary meetings if necessary;
