Chairman of the Ukrainian Parliament presented the Victory Plan in the Riigikogu of Estonia and called for enhanced defense support for Ukraine
On October 22, the Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, presented Ukraine’s Victory Plan in the Estonian Parliament, the Riigikogu.
In his address, Ruslan Stefanchuk expressed gratitude to Estonia for its significant support since the beginning of the full-scale war, highlighting the crucial role Estonia has played in strengthening Ukraine’s defense capabilities. He recalled Estonia's substantial contributions, including the provision of weapons and the implementation of strategic sanctions against russia. The Chairman also acknowledged Estonia’s leadership in international support for Ukraine, particularly through developinga long-term strategy for 2024-2027.
The Chairman of the Verkhovna Rada of Ukraine detailed the Victory Plan, which was first presented by President Volodymyr Zelenskyy in the Ukrainian Parliament on October 16. "The plan consists of five points that complement and reinforce each other, like five fingers forming a fist," Ruslan Stefanchuk emphasized.
The first point of the Plan is an invitation for Ukraine to join NATO. This serves as a foundation for achieving peace, according to the Chairman of the Ukrainian Parliament.
The second point focuses on strengthening Ukraine’s defense capabilities. "This includes continuing the operations of Ukraine’s Defense Forces in designated areas of the russian federation, reinforcing Ukraine’s positions, and neutralizing russia’s offensive potential in occupied territories. It also requires assistance from partners in meeting the urgent and specific needs of the Ukrainian Armed Forces," Stefanchuk noted.
The third point of the Victory Plan requires deterring the aggressor by deploying a non-nuclear strategic package on Ukrainian territory to prevent further escalation from russia.
The fourth point involves Ukraine’s strategic economic potential, calling for the joint protection and utilization of Ukraine’s critical resources.
Post-war security is the fifth point. The Ukrainian army is ready to replace certain NATO contingents, ensuring peace and stability in Europe. "Our army has real experience in modern warfare, is proficient in using Western weaponry, and is capable of effectively cooperating with NATO forces," Ruslan Stefanchuk emphasized.
He also highlighted that the implementation of these points would contribute to the full realization of the Ukrainian Peace Formula, which has already received international support, including from Estonia.
In a separate part of his speech, the Chairman of the Verkhovna Rada of Ukraine called for increased defense support.
Ruslan Stefanchuk stressed the importance of boosting military assistance and accelerating its delivery. He particularly underscored the need to secure Ukrainian airspace by providing air defense systems and creating a "humanitarian air shield." Additionally, Ukraine seeks support in lifting restrictions on the supply of long-range weapons and fighter jets for Ukrainian pilots.
The Chairman of the Ukrainian Parliament urged his Estonian colleagues to continue advocating among partners to meet the critical needs of the Ukrainian Armed Forces, including support for the energy sector.
At the conclusion of his address, Stefanchuk called on the Estonian Parliament to support Ukraine’s Victory Plan and emphasized the importance of continued cooperation between the two countries. "Together, we will pave the way to a just peace on the terms of the free world!" he declared, addressing the Estonian lawmakers.
