Volodymyr Zelenskyy Briefed U.S. Senate Members on the Victory Plan
In Washington, Ukrainian President Volodymyr Zelenskyy met with a bipartisan delegation from the U.S. Senate, led by Senate Democratic Leader Chuck Schumer and Senate Republican Leader Mitch McConnell, to present the key points of the Victory Plan.
The President expressed his gratitude to both parties in the Senate, the U.S. Administration, and the entire American people for their vital military, economic, energy, and humanitarian support for Ukraine.
“We have many friends here in the U.S. capital who have stood shoulder to shoulder with Ukrainians in the fight for freedom and independence since the very first days of the full-scale invasion. I thank every member of the Senate for this support,” said the President.
According to Volodymyr Zelenskyy, meetings like this are especially crucial right now, as Russia is intensifying missile attacks on critical infrastructure ahead of the heating season.
Among the topics discussed with the U.S. Senators, the focus was on the frontline situation, the immediate needs of Ukrainian warriors, joint weapons production, and key areas for continued American support. Ukraine’s priority is to secure additional air defense systems and missiles.
A separate focus of the conversation was stepping up sanctions pressure on the aggressor state, as well as using the revenues from frozen Russian assets for Ukraine's needs.
President of Ukraine Briefed Members of the U.S. House of Representatives on the Victory Plan
In Washington, Ukrainian President Volodymyr Zelenskyy met with a bipartisan delegation from the U.S. House of Representatives, including Democratic Leader Hakeem Jeffries, members of the Armed Services Committee led by Chairman Mike Rogers, Chairman of the Foreign Affairs Committee Michael McCaul, Co-Chair Adam Smith, Chairman of the Intelligence Committee Mike Turner, Democratic Whip Katherine Clark, and Speaker Emerita Nancy Pelosi.
The President emphasized that freedom relies on bipartisan support and determination of the United States.
“This is a very important opportunity to meet. I am grateful for the strong support of Ukraine by the United States, which saves the lives of our people and helps defend our independence and freedom,” said the President.
Volodymyr Zelenskyy presented the key points of the Victory Plan to the members of the House of Representatives and provided a detailed overview of the war and the situation on the battlefield.
“We are at a critical juncture in this war. With the Kursk operation, we have shown that Putin does not have the strength to hold out when we apply real pressure. That is why we need strong pressure and strong positions for Ukraine right now to force Russia into peace. And we have prepared a plan, an urgent plan, to strengthen us on the path to victory,” the President stated.
The President called for assistance in ensuring that Ukraine is given permission and the necessary means to strike military targets in Russia.
Key topics of the meeting included protecting Ukraine’s energy grid and preparing for the winter, blocking the supply of Western components to the aggressor state, developing and deploying Ukrainian long-range capabilities. Volodymyr Zelenskyy also called for investing in Ukraine’s defense production.
Additionally, the parties discussed ensuring free navigation in the Black Sea and Ukraine's success in destroying the Russian Black Sea Fleet.
Volodymyr Zelenskyy Presented the Victory Plan to the President of the United States
In Washington, President of Ukraine Volodymyr Zelenskyy met with President of the United States Joseph Biden and presented the Victory Plan.
The President of Ukraine expressed his gratitude to Joseph Biden for his resolute support and the decisions that help protect Ukraine and its people.
“We deeply appreciate that Ukraine and America have stood side by side from the very first moments of this terrible Russian invasion. Your determination is incredibly important for us to prevail,” Volodymyr Zelenskyy noted.
The President also expressed his gratitude for the announced $7.9 billion package, which will support our warriors on the frontline.
“I want to thank you for all the years of supporting Ukraine, our independence. I remember how important your phone call to Kyiv was on the first day of the Russian invasion. And I also remember your visit to Ukraine at a critical moment in February 2023 – it was a brave decision,” the President of Ukraine said.
He presented the Victory Plan to the U.S. President. The leaders discussed the diplomatic, economic, and military aspects of the Plan and instructed their teams to hold consultations on the future steps.
On October 12, Joseph Biden will hold a meeting of the Ukraine Defense Contact Group at the level of leaders in Germany. The Presidents of Ukraine and the United States will have a bilateral meeting to review the progress of consultations. Also, they will meet with international partners to coordinate additional support for Ukraine.
Joseph Biden assured that the United States will provide all necessary support for Ukraine to prevail and announced a decision to increase security assistance.
“First, right now we have to strengthen Ukraine's position on the battlefield, and that's why today I'm proud to announce a new $2.4 billion package of security assistance. I've also directed the Pentagon to allocate all the remaining security assistance funding that has been appropriated for Ukraine by the end of my term, which is January 20th. And this will strengthen Ukraine's position in future negotiations. Second, we look ahead to help Ukraine succeed in the long term,” the U.S. President emphasized.
Volodymyr Zelenskyy Presented the Victory Plan to Kamala Harris
In Washington, President of Ukraine Volodymyr Zelenskyy met with Vice President of the United States Kamala Harris and presented the Victory Plan to her.
The President thanked Kamala Harris for her participation in the first Peace Summit and for the unwavering support the United States has provided to Ukraine all along.
During the meeting, President Zelenskyy shared the details of the Victory Plan.
“It is crucial for us to be fully understandable and to work in full coordination with the United States. This morning, I talked to the Congressmen – both chambers, both parties. And I’m thankful for the bipartisan support. We believe this war can be won and just peace can be closer only with the United States,” Volodymyr Zelenskyy said.
The President provided updates on the latest battlefield developments, the operation in the Kursk region, and Russian attacks on Ukraine’s energy infrastructure.
He called for bolstering Ukraine's air defense and stepping up pressure on Russia.
“We need to keep sanctions against Russia strong, and we need to use the proceeds from immobilized Russian assets to protect Ukraine, our people, our cities, our frontline from Russian evil. And of course we must work hard to bring all Russian war criminals to justice,” the President noted.
Kamala Harris noted that this was her seventh meeting with Volodymyr Zelenskyy and assured of steadfast support for Ukraine. She stated that the U.S. will continue to provide the security assistance needed for Ukraine's victory.
“We must defend our democratic values and stand up to aggressors. And we must stand for international order, rules, and norms. Each one of these principles is at stake in Ukraine, and that is why Ukraine's fight matters to the people of America,” the Vice President of the United States emphasized
Volodymyr Zelenskyy Presented the Plan for Victory to Donald Trump
In New York, the President of Ukraine, Volodymyr Zelenskyy, met with the 45th President of the United States, Donald Trump.
“I think we have a common view that the war in Ukraine has to be stopped. Putin can't win. And Ukrainians have to prevail. And I want to discuss with you the details of our Plan for Victory,” the Head of State said before the meeting.
Volodymyr Zelenskyy noted the need to put pressure on the Russian dictator and force him into peace; he also presented the Plan for Victory to Donald Trump.The President of Ukraine also described the situation on the front, the course of the operation in the Kursk region and its objectives, Ukrainian innovations in the fight against Russian terror, as well as the disproportionately high losses of the Russian army.
During the meeting, the parties discussed in detail the general situation in Ukraine and the consequences of the war for Ukrainians and the economy.
The conversation focused in particular on the constant shelling of cities and civilian infrastructure by the Russian Federation and the role of the U.S. Patriot systems in defending people's lives.
Volodymyr Zelenskyy also emphasized the need to block any opportunities for the aggressor state to obtain money for the war from the oil and gas sales, as well as all channels of Western components supplies for Russian missiles.
Donald Trump called today's meeting a good sign.
“He (the President of Ukraine – Ed.) has gone through hell, and his country has gone through hell like few countries have ever – it has not happened anywhere. Nobody has ever seen anything like it. It is a terrible situation,” he said.
