During an official visit to the State of Qatar, President of Ukraine Volodymyr Zelenskyy met with Emir of Qatar Tamim bin Hamad Al Thani.

During the conversation, the parties discussed key issues of bilateral agenda, cooperation within international organizations and current international and regional issues.

The interlocutors noted the importance of maintaining high dynamics of political dialogue, the need to increase bilateral trade and further intensify investment cooperation. The parties paid special attention to the prospects of cooperation in the fields of energy, food security, infrastructure and military-technical cooperation, and focused on specific joint projects that are already underway.

Volodymyr Zelenskyy noted that Ukraine would continue to export agricultural products to Qatar.

"Ukraine considers the State of Qatar as one of the key partners in the Gulf region and has every opportunity to fully ensure Qatar's food security," the Ukrainian President emphasized.

The parties discussed the issue of attracting investment from Qatar for the development of infrastructure facilities in Ukraine, including the construction of roads and bridges. The President of Ukraine told the Emir of the State of Qatar about the implementation of the Large Construction project.

"I hope that Qatari companies will join the Large Construction projects this year," Volodymyr Zelenskyy said.

The importance of expanding the projects of Ukrainian ports concession was also emphasized.

In the energy sector, the parties discussed the prospects of building an LNG terminal and diversifying energy sources.

For his part, Tamim bin Hamad Al Thani stressed the willingness of the Qatari side to further develop the full range of mutually beneficial cooperation with Ukraine.

In addition, the issue of countering the spread of coronavirus and minimizing its negative effects was discussed. Volodymyr Zelenskyy thanked the Emir of the State of Qatar for the humanitarian aid provided to Ukraine in 2020 to combat COVID-19. The parties agreed on further cooperation in this area.

Volodymyr Zelenskyy invited the Emir of Qatar to visit Ukraine at his earliest convenience.

During an official visit to the State of Qatar, President of Ukraine Volodymyr Zelenskyy held negotiations with Prime Minister, Minister of Interior of Qatar Khalid bin Khalifa Al Thani.

The parties commended the high level of Ukrainian-Qatari relations based on the principles of trust, mutual respect and partnership.

"Thank you for a warm welcome. I want our relations to reach a new level, to have clear specifics in all areas, including promising projects," said Volodymyr Zelenskyy.

During a meeting, the interlocutors outlined the priority areas of cooperation between Ukraine and Qatar, discussed prospects for bilateral cooperation in trade, economic, investment, agricultural, aviation, military, technical and security spheres. Despite the COVID-19 pandemic, the parties positively noted the maintenance of upward dynamics of bilateral Ukrainian-Qatari contacts and the steady trend of annual increase in bilateral trade.

The Prime Minister, Minister of Interior of Qatar stressed the importance of holding a meeting of the joint intergovernmental commission this year.

The parties also discussed the interaction of the countries in the context of the preparation of the State of Qatar for the 2022 FIFA World Cup.

Volodymyr Zelenskyy and Khalid bin Khalifa Al Thani expressed mutual willingness to promote further intensification and deepening of bilateral cooperation in priority areas in the interests of the Ukrainian and Qatari people.

A number of bilateral documents were signed in the presence of President of Ukraine Volodymyr Zelenskyy, who is on an official visit to the State of Qatar, and Emir of Qatar Tamim bin Hamad Al Thani.

In the presence of the heads of state, Minister of Foreign Affairs of Ukraine Dmytro Kuleba and Deputy Prime Minister, Minister of Foreign Affairs of Qatar Mohammed bin Abdulrahman Al Thani signed an Agreement on Legal Cooperation between the Ministry of Justice of Ukraine and the Ministry of Justice of Qatar. The signing of the Agreement will help deepen cooperation between Ukraine and the State of Qatar in the field of justice, stimulate the exchange of knowledge and experience in the legal field, allow for coordination of bilateral events such as symposia, conferences, seminars and trainings on legal issues.

Dmytro Kuleba and Mohammed bin Abdulrahman Al Thani also signed a Memorandum of Understanding between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar on cooperation in the field of healthcare. The conclusion of the document will promote the development of bilateral relations and cooperation in the field of healthcare.

In addition, they signed a Memorandum of Cooperation between the State Property Fund of Ukraine and the Qatar Investment Authority. The memorandum will promote the development and deepening of cooperation between the Qatar Investment Authority and the SPFU in the development of promising investment projects and the participation of the Qatari side in the program of privatization of state property in Ukraine. The conclusion of the Memorandum will have a positive impact on bilateral investment cooperation, as well as on increasing foreign direct investment in the Ukrainian economy.

The Minister of Foreign Affairs of Ukraine and Minister of Culture and Sports of the State of Qatar Salah bin Ghanem Al Ali signed a Memorandum of Understanding on cooperation in the youth and sports spheres between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar. The document will promote the development of bilateral relations and strengthen cooperation in the field of youth and sports between the two countries, facilitate the exchange of visits of youth and sports delegations, coaches, experts and specialists in the field of youth and sports.

A Memorandum of Understanding was also signed between the Ministry for Development of Economy, Trade and Agriculture of Ukraine and the Ministry of Municipality and Environment of the State of Qatar on cooperation in the field of agriculture and food safety. The document will help create legal boundaries to deepen Ukrainian-Qatari cooperation in the field of agriculture and food safety. The memorandum was signed by Dmytro Kuleba and Minister of Municipality and Environment of the State of Qatar Abdulla bin Abdulaziz bin Turki Al Subaie.

The Minister of Foreign Affairs of Ukraine and Chief Executive Officer of the Investment Promotion Agency of Qatar Ali Alwaleed Al Thani also signed a Memorandum of Understanding between the Investment Attraction and Support Office (UkraineInvest) and the Qatar Investment Promotion Agency. The document is aimed to deepen cooperation between the parties on the exchange of information, experience and best practices in the field of investment attraction.

Dmytro Kuleba and Minister of Transport and Communications of the State of Qatar Jassim Saif Ahmed Al Sulaiti signed a Memorandum of Understanding between the Ministry of Infrastructure of Ukraine and the Ministry of Transport and Communications of the State of Qatar on mutual recognition of diplomas/certificates of seafarers. The conclusion of the document will significantly expand opportunities for Ukrainian seafarers for employment in world merchant shipping and strengthen Ukraine's position as one of the leaders in the number of highly professional seafarers. The memorandum will create a mechanism and allow to develop the regulatory framework for mutual recognition of diplomas/certificates of seafarers between Ukraine and the State of Qatar.

Acting Minister of Energy of Ukraine Yuriy Vitrenko and Minister of State for Energy Affairs of the State of Qatar, CEO of Qatar Petroleum Saad Sherida Al-Kaabi signed a Memorandum of Understanding in the field of energy between the Ministry of Energy of Ukraine and Qatar Petroleum. The conclusion of the Memorandum will help strengthen cooperation in the energy sector, outline new opportunities for expanding cooperation in the energy sector and stimulate further economic, industrial and social development of the two countries. The signing of the document will create additional ways to diversify external sources of energy supply to Ukraine, including the optimization of sources, routes and methods of diversification of natural gas supply.

In addition, during an official visit of the President of Ukraine to the State of Qatar, Minister of Internal Affairs of Ukraine Arsen Avakov and Prime Minister, Minister of Interior of Qatar Khalid bin Khalifa Al Thani signed a Memorandum between the National Police of Ukraine and the Ministry of Interior of Qatar on cooperation in the field of crime prevention and control. The document will help strengthen bilateral cooperation in the field of crime prevention, detection, cessation and investigation. The memorandum provides for cooperation, in particular, in such areas as the fight against organized crime, human trafficking and illegal migration, crimes against life and health, crimes against property, cybercrimes, corruption crimes, economic crimes, trafficking of drugs, psychotropic substances, their analogues or precursors, and in other fields.

Arsen Avakov and Sheikh Khalid bin Khalifa Al Thani also signed a Joint Declaration of Intent between the Ministry of Internal Affairs of Ukraine and the Ministry of Interior of the State of Qatar. The document will promote the development and deepening of cooperation between the Ministry of Internal Affairs of Ukraine and the Ministry of Interior of Qatar. It also envisages the parties' intention to prepare a Joint Declaration on procedures for exchanging driver's licenses between the Government of Qatar and the Cabinet of Ministers.

Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko and CEO of Hassad Food Mohammed Badr Al Sada signed a Memorandum of Understanding between the Ministry of Agrarian Policy and Food of Ukraine and Hassad Food. The document formalizes the intention of the parties to further discuss the potential for cooperation in the agricultural sector.

During an official visit of President Volodymyr Zelenskyy to Qatar, First Deputy Head of the Department of the State Guard of Ukraine Vyacheslav Shtuchny and Commander of the Amiri Guard of the State of Qatar Hazza bin Khalil Al Shahwani signed a Memorandum of Understanding between the Department of the State Guard of Ukraine and the Amiri Guard of the State of Qatar on ensuring the security of persons and objects that are protected. This document will help regulate the issues of security of persons and objects protected by the state guard of the two countries.

Also, Director General of Ukroboronprom Yuriy Gusev signed a Memorandum of Cooperation with the Qatari side.

In addition, agreements were signed with Qatari companies during the visit. In particular, Minister of Foreign Affairs of Ukraine Dmytro Kuleba and Minister of Transport and Communications of the State of Qatar Jassim Saif Ahmed Al Sulaiti signed an Agreement on additional contribution from the participant between QTERMINALS W.L.L. and QTERMINALS Olvia Limited Liability Company. This agreement defines the unconditional and irrevocable conditions under which the participant undertakes to provide financial support and contributions to the authorized capital of the concessionaire to fulfill investment obligations under the concession agreement of August 20, 2020.

An agreement was also signed between UDP Renewables and the Qatari state-owned company Nebras Power to invest in green generation facilities planned for construction in 2021-2022. According to the agreements reached, Nebras Power becomes the owner of a controlling stake in a number of companies - operators of solar power plants. The signing of the Agreement will contribute to the deepening of cooperation between Ukraine and the State of Qatar in the field of foreign investment and the development of renewable energy, innovative economy and environmental protection.

President of Ukraine Volodymyr Zelenskyy considers the official visit to the State of Qatar extremely successful, as it will boost relations between the two countries to a new level. In the framework of this visit, 13 important interstate documents and 2 commercial contracts were signed, which will attract billions of investments into the Ukrainian economy.

"I am very happy that this visit has taken place. We had a fundamental meeting with the Emir of the State of Qatar, with the Prime Minister of Qatar, with almost the entire government of this country. Our ministers will continue to communicate with their colleagues, as Qatar is interested in many things," the Ukrainian President said after the meetings with the Emir of the State of Qatar and the Prime Minister, Minister of Interior of Qatar.

Volodymyr Zelenskyy especially noted the signing of 15 documents: 13 interstate agreements and 2 commercial contracts. According to him, cooperation between Ukraine and Qatar at this level is a great unprecedented success. Work is also underway on other contracts that are planned to be signed in the near future.

"In general, I believe that relations between our countries will reach a new level. We have already signed the Memorandum, and will soon sign an important document on food security in the given region. Qataris are very interested in this, and Ukraine is very interested in supplying liquefied natural gas (LNG), as well as in involving Qatari specialists in the development of our Black Sea shelf. We have signed a large memorandum between our states, and I think we will achieve results in this direction," Volodymyr Zelenskyy stressed.

The President reminded that the Qatari port operator QTerminals had already entered the Ukrainian ports in the framework of the concession and was interested in the next steps.

"We will develop and modernize Ukrainian ports. With such reliable partners, Ukraine can become a major harbor in the Black Sea region," he said.

The President of Ukraine also noted the importance of signing documents on the recognition of diplomas of Ukrainian seafarers, as well as Ukrainian driver's licenses.

In addition, during the World Cup in Qatar at the end of 2022, Ukrainian police officers will come to help ensure security on the streets of the cities that will host the competition.

"We should be proud of that - our men are already taken as the best," said Volodymyr Zelenskyy.

According to him, Qatar is also interested in entering the banking market of Ukraine.

"For our part, we also offered them corresponding positions - they are choosing," the President said.

The President added that Qataris were interested in investing in the hotel infrastructure of Kyiv, Kherson region and Odesa.

Volodymyr Zelenskyy believes that the Qatari side could become a partner in the construction of a ring road around Kyiv.

"We’d like to build a fundamental, big road with bridges. This will be a significant cost, and it will be harder for Ukraine to do it alone. We will do it anyway, but it is always better having such partners," he stressed.

According to the President, during the meetings in Qatar, the parties had also discussed the construction of the subway and railways.

The Ukrainian President also believes that Qatar's experience in the development of its national airline Qatar Airways can be used in preparation for the launch of the Ukrainian state airline. According to the President, in late August - early September, a large group of specialists from Qatar is to arrive in Ukraine to visit Antonov state enterprise and Boryspil International Airport to get themselves acquainted with Ukrainian aircraft and opportunities in passenger and cargo transportation.

During an official visit of the President of Ukraine to the State of Qatar, First Lady Olena Zelenska visited the National Museum of Qatar, where on her initiative a Memorandum was signed on the introduction of the first Ukrainian-language audio guide in this country.

Such agreements were reached after talks between Olena Zelenska and Chairperson of Qatar Museums Al Mayassa bint Hamad bin Khalifa Al Thani.

"I want the Ukrainian language to be heard in historical landmarks wherever Ukrainians are. The introduction of the first Ukrainian-language audio guide in Qatar is a great step for our countries to get to know each other," said Olena Zelenska.

For her part, Al Mayassa bint Hamad bin Khalifa Al Thani supported the initiative of the wife of the President of Ukraine and expressed hope it would be only the first step in cooperation between the two countries.

"Your initiative prompted me to think that the Arabic language should be heard in most Ukrainian museums as well," Al Mayassa bint Hamad bin Khalifa Al Thani said.

In addition, the parties discussed a number of specific projects in the cultural sphere. In particular, the exchange of experience between employees of museum institutions of the two countries, holding joint events in Ukraine and the State of Qatar in the field of culture, art and fashion, as well as the introduction of online exhibitions that became relevant in times of COVID-19.
