WUF13 — A Global Platform for Sustainable Cities and a Safer Future

The World Urban Forum (WUF) is a high-level conference addressing critical challenges caused by rapid and often unplanned urban growth, climate change, and increasing inequality linked to urbanization.

The platform was established in 2001 by the United Nations to explore one of the most pressing global issues — rapid urbanization and its impact on communities, cities, countries, climate, and policy. The Forum is organized by UN-Habitat. The first session took place in 2002 in Nairobi, where the agency is headquartered.

UN-Habitat was created in 1977 following Habitat I in Vancouver. It promotes socially and environmentally sustainable cities and adequate housing for all, based on the Habitat Agenda adopted in Istanbul in 1996.

Sustainable Development and Cities

Recognizing that more than half of the world’s population lives in urban areas, urban development is reflected in the Sustainable Development Goals as Goal 11 — to make cities inclusive, safe, resilient, and sustainable by 2030.

Urbanization is driving poverty, inequality, and environmental challenges, placing increasing pressure on infrastructure, housing, and public services.

Goal 11 focuses on:

  • affordable housing and basic services;
  • sustainable transport systems;
  • inclusive urban planning;
  • protection of cultural and natural heritage;
  • disaster risk reduction;
  • environmental improvement;
  • accessible green public spaces.

It also emphasizes strengthening urban–rural linkages and climate resilience.

New Urban Agenda

In 2016, global leaders adopted the New Urban Agenda in Quito, establishing a roadmap for sustainable urban development and improved city governance.

WUF13 and Azerbaijan

Under an agreement between Azerbaijan and the United Nations, the 13th session of the Forum (WUF13) will take place in Baku from May 17 to 22, 2026.

The theme — “Housing for All: Safe and Sustainable Cities and Communities” — will bring together government leaders, international organizations, and urban development experts.

The Forum is considered one of the most significant global platforms after the Conference of the Parties to the UN Framework Convention on Climate Change.

Hosting WUF13 highlights Azerbaijan’s growing leadership in sustainable urban development and provides opportunities for international cooperation and recognition of national achievements.
