The Energy Ramstein meeting participants decide to allocate EUR 100 million to Ukraine to strengthen preparations for winter

The third ministerial meeting of the Energy Ramstein initiative took place today in Kyiv. This was announced by Ukrainian Prime Minister Yulia Svyrydenko. 

“It is symbolic that we are meeting on the 40th anniversary of the Chornobyl disaster. It has affected the generations of lives and reshaped global approaches to energy security. At the same time, russia continues totalitarian practices of the Soviet regime and undermines these very principles: deliberately destroying Ukraine’s energy infrastructure, creating real threats to the Chornobyl and Zaporizhzhia nuclear power plants, and trying to turn winter into a weapon against civilians. Ukraine is taking into account the experience of a difficult winter and is already preparing for the next heating season,” the Head of Government noted.

Yulia Svyrydenko thanked the participants of the Energy Ramstein for their decision to provide Ukraine with EUR 100 million through the Ukraine Energy Support Fund to strengthen preparations for winter. According to her, this is substantial support for repairs and the stable operation of the energy system. The immediate need for approved and priority projects under the Ukraine Energy Support Fund is more than EUR 800 million – around USD 1 billion.

“As part of the implementation of regional energy resilience plans, construction of physical protection has begun at 80% of key energy facilities. We are rebuilding the energy system to make it more resilient, decentralized, and integrated into the European market,” the Prime Minister emphasized.

At the same time, the Government is working to strengthen the nuclear sector, which provides up to 60% of electricity, and is diversifying fuel supply sources. It is critically important for Ukraine to preserve a permanent IAEA mission at all Ukrainian nuclear facilities, including the occupied Zaporizhzhia NPP.

The Government is also working in synergy with the Verkhovna Rada to integrate Ukraine into the EU energy market. An important bill has been adopted to establish the legal framework for market integration. 

Separately, the renewal of supervisory boards at state-owned energy companies is ongoing. We have already seen results at both NNEGC Energoatom and NJSC Naftogaz.
