The progress in negotiation with EU: a roadmap for reforms was presented, - Oleksandr Korniienko
Oleksandr Korniienko, the First Deputy Speaker of Verkhovna Rada, took part in events dedicated to the preparation for Ukraine's negotiation positions in the process of signing of the EU Accession Agreement and presentation of the Roadmap for the Functioning of Democratic Institutions.
On May 5, 2025, the Ministry of Justice hosted the latest meeting of the working (negotiation) group tasked with preparing Ukraine’s negotiation positions on the functioning of democratic institutions within the framework of the accession agreement process with the European Union.
During the meeting, a draft Roadmap on the Functioning of Democratic Institutions was presented, outlining a comprehensive set of measures aimed at strengthening and advancing democratic processes in Ukraine. According to the First Deputy Speaker, the document covers four key areas: the overall framework of democracy, the electoral process, the functioning of parliaments within a democratic system, and the role of civil society.
«The development of the Roadmap was based on two main principles - openness and inclusiveness. The document became the result of cooperation between 40 public authorities, 25 NGOs, and international technical assistance projects, which were agreed upon through expert consultations and discussions with the European Commission,» said Oleksandr Korniienko.
On the same day, the First Deputy Speaker also joined the second session of the Interagency Working Group responsible for ensuring the negotiation process on Ukraine’s accession to the EU. The meeting was chaired by Deputy Prime Minister Olha Stefanyshyna.
During the meeting, strategic documents—roadmaps in the areas of "Rule of Law," "Public Administration Reform," and "Functioning of Democratic Institutions"—were reviewed and approved. These documents outline the key reforms and transformations required for Ukraine’s gradual integration into the European Union and were developed within the framework of the negotiation process. The draft Action Plan for the Protection of the Rights of Persons Belonging to National Minorities in Ukraine was also endorsed.
«The changes we are implementing do not happen overnight, but we are working on them systematically and continuously. Regardless of the pace at which the negotiation Clusters are being opened, we are moving forward by preparing legislative amendments for Ukraine’s further integration into the EU,» emphasized Oleksandr Korniienko.
