We have to deprive russia of its ability to finance the war: Denys Shmyhal

Іn 2025, Ukraine expects more than USD 39 billion in budget support confirmed by international partners and counts on the receipt of these funds. This was stated by the Prime Minister of Ukraine during the Ministerial Roundtable Discussion for Support to Ukraine at the World Bank.

"Regardless of further developments, 2026-2027 will be a time of great challenges for Ukraine's macro-financial stability. We need a predictable financial resource to cover both current budget expenditures and to continue the reconstruction of Ukraine," the Head of the Ukrainian Government emphasized.

According to him, the most effective solution to this issue would be the complete confiscation of immobilized russian assets in the West with their further use to assist Ukraine.

The Prime Minister noted that, according to the World Bank, the recovery needs for the next 10 years amount to USD 524 billion. At the same time, the volume of frozen russian assets, estimated at USD 300 billion, is inferior to Ukraine's overall recovery needs. That is why, as Denys Shmyhal emphasized, it is advisable to consider the possibility of additional taxation of russian raw materials.

“The aggressor must pay for the destruction it has inflicted, and Ukraine will receive resources for recovery,” the Prime Minister emphasized.

He also emphasized that since the first days after the full-scale invasion, Ukraine and its allies have been working to make the price of war extremely high for the aggressor. The Prime Minister also noted the important role of the systemic sanctions policy and emphasized that russia should be deprived of the opportunity to finance the war.

“The most recent sixteenth package, in particular, intensified the fight against the shadow fleet of the russian federation, banned the export of a number of dual-use goods, and imposed sanctions on russian ports and airports,” Denys Shmyhal said and thanked U.S. President Donald Trump for extending a number of sanctions, including the prolongation of the ban on russian ships entering U.S. ports, as well as sanctions on the financial sector, military-industrial complex and energy sector of the russian federation.

The Prime Minister also emphasized that it is important to increase sanctions pressure on the aggressor and Ukraine appreciates the support of its partners in this matter.

“I am grateful to the World Bank, the International Monetary Fund, the United States, the European Union, the G7 countries and all partners for their effective financial support of Ukraine, which helps us to withstand this difficult war,” the Head of Government noted.
