Victory Plan, Defense Support, and Winter Preparations: Outcomes of the Fourth Ukraine–Nordic Summit

The Nordic countries provide defense support to Ukraine, including weapons production, assistance in preparation for winter, construction of shelters, and support for the Victory Plan. This was stated by President Volodymyr Zelenskyy following the fourth Ukraine-Nordic Summit.

The President thanked Iceland and Prime Minister Bjarni Benediktsson for organizing the summit and for Iceland’s commitment to international law.

He also commended Denmark’s leadership in investing in Ukrainian weapons production.

“Your determination has created a special model for investments in our defense production, which we are sharing with other partners. And today all the partners confirmed their readiness to follow the Danish model,” said Volodymyr Zelenskyy.

The President expressed gratitude to Finland for its recent defense package, participation in the Coalition of Shelters, and for organizing a conference centered on the Peace Formula’s environmental protection point.

He acknowledged Sweden’s support for Ukraine’s energy sector ahead of the heating season and thanked Norway for its contributions to strengthening air defense, its assistance in the maritime sector, its long-term financial support for Ukraine, and its commitment to bolstering Ukraine’s energy sector.

“Today we agreed on Nordic support for the Victory Plan, which I presented to key partners. This Plan can push Russia toward peace if it is implemented,” the Head of State noted.

The summit participants discussed Ukraine’s additional air defense needs and proposed measures to reinforce Ukraine’s air shield with Patriot systems.

Volodymyr Zelenskyy also emphasized the importance of granting Ukraine an invitation to NATO.

Icelandic Prime Minister Bjarni Benediktsson highlighted the need to increase funding for Ukraine’s energy sector and defense support.

“Today, we spoke with President Zelenskyy about the urgent needs of Ukrainians. We are considering how we can address these needs to the fullest extent,” he said.

Swedish Prime Minister Ulf Kristersson noted that his country has joined Denmark's initiative to promote the development and production of artillery shells in Ukraine worth more than €20 million, and will also help in preparing for winter. In addition, Sweden plans to join a program to supply air defense missiles, F16s, and demining equipment. 

Finnish Prime Minister Petteri Orpo stated that Finland is preparing another support package, including for shelter construction.

Danish Prime Minister Mette Frederiksen reaffirmed that the summit participants are trying to support Ukraine’s defense industry to the greatest extent possible.

Norwegian Prime Minister Jonas Gahr Støre announced a new assistance package for Ukraine amounting to €500 million, with 350 million designated specifically for military support.
